New Law Brings Transparency to Utility Voting at PJM

On August 15, Governor Phil Murphy signed legislation designed to increase transparency in how New Jersey’s electric utilities participate in PJM Interconnection, the regional grid operator responsible for managing wholesale electricity markets across the Mid-Atlantic.

The new law requires utilities to publicly disclose and explain their votes at PJM, introducing a new level of accountability to decisions that directly impact energy markets, infrastructure planning, and the state’s clean energy trajectory.

By shedding light on how utilities engage in PJM governance, the legislation helps ensure that these decisions are aligned with New Jersey’s ambitious clean energy and climate goals. Increased transparency will also provide policymakers, stakeholders, and the public with greater insight into how regional market rules and investments are shaped.

This reform represents a meaningful step toward strengthening oversight of the regional energy system while promoting a more efficient, reliable, and sustainable grid.
